If you read the PICRAT paper carefully, the second half of the acronym is doing the heavier lifting: Replace, Amplify, Transform. Those three words are not Kimmons's invention. They come from Joan Hughes, in a 2002 paper that proposed a framework called RAT for thinking about how teachers integrate technology into instruction. PICRAT is what happened to RAT eighteen years later, after SAMR took a parallel run at the same problem.
Knowing the lineage matters for two reasons. The first is academic: if you cite PICRAT in any serious context, you should know its parent. The second is practical: understanding what RAT was missing tells you why PICRAT looks the way it does, and why the second axis is the framework's keeper move.
What RAT was
Joan Hughes presented RAT at the 2002 American Educational Research Association conference and developed it through subsequent papers. The framework named three categories of technology use in teaching. Replacement is the technology doing the same job a non-digital tool would have done. Amplification is the technology doing what the non-digital tool would have done, only better, faster or wider. Transformation is the technology making something possible the non-digital tool could not have done at all.
The frame was elegant. Three categories, anchored in the question "what is this technology actually doing for the lesson?" That question was new in 2002 in a way that is hard to remember now. Most of the discourse at the time was a mixture of techno-enthusiasm (more screens, more software, more progress) and techno-anxiety (none of this is teaching). Hughes's framing cut through both. The question stopped being whether technology should be in the room and became what the technology was earning by being there.
RAT also implicitly named what was at stake in the wave of classroom technology investment that was just then arriving in schools. A school spending public money on interactive whiteboards and laptop carts owed an answer about what those devices were for. Hughes gave them a vocabulary.
The hole RAT had
The framework described what the technology was doing, with no separate vocabulary for what the students were doing with it.
That gap mattered because the same technology can sit at very different places on the activity axis depending on the lesson around it. A class iPad set used for typing essays is doing something different from a class iPad set used for paired source-tagging on Padlet, even when both lessons would classify under Amplification on the original RAT scale. Hughes's framework recognised the point in subsequent papers but the original three-letter scale did not have somewhere to put it.
Anyone trying to use RAT for lesson planning or classroom observation in the years after the 2002 paper ran into the same complaint. The category was right; the resolution was too coarse. Practitioners were using the framework to argue that a lesson was Amplification, while leaving open the question of whether the students were actually doing anything more interesting than they would have done on paper.
How SAMR responded
Ruben Puentedura's SAMR framework, dating from around 2010, took the same single axis and added more rungs. Substitution and Augmentation map roughly to RAT's Replacement and Amplification. Modification and Redefinition split RAT's Transformation into two levels. The four-rung scale gave practitioners more resolution on the technology axis but kept the underlying problem: the framework still said nothing direct about what the students were doing.
SAMR became dominant in the 2010s because it landed at the moment most schools were adopting iPad programmes and needed a vocabulary for what the device was supposed to be for. Many readers of PICRAT trained on SAMR first, which is why the migration post matters: the translation between the two is clean once the activity axis is added.
How PICRAT closed it
Kimmons, Graham and West's 2020 paper kept the R, A, T from Hughes intact and added a second axis: the activity axis, with three categories (Passive, Interactive, Creative) describing what students are doing with the technology. The result is a 3x3 grid with nine cells, where every lesson sits at one row and one column.
The contribution is small but exact. A lesson that classified as Amplification under RAT or Augmentation under SAMR can now be classified more honestly: PA (the iPad replaces a textbook for a reading task with a quiz check), IA (paired source work that paper could not run at scale), or CA (a stop-motion animation that compresses a process). The technology axis is the same; the activity axis is what makes the placement diagnostic.
When to reference RAT, when to use PICRAT
Reference RAT when you are writing about the lineage of the field. Hughes's 2002 paper is the citation that anchors the whole Replace, Amplify, Transform vocabulary. Any serious academic discussion of PICRAT should pass through it. The CITE Journal entry on PICRAT cites Hughes prominently for exactly this reason.
Use PICRAT when the job is planning, observing or auditing a lesson. The 3x3 grid is the working tool. RAT is where the framework comes from; PICRAT is what fits in the planning conversation today.
The lineage is also a useful argument against the claim that PICRAT is one more framework in a crowded field. PICRAT is the latest version of an eighteen-year argument that the discipline has been making with itself: what is this technology doing, and what are the students doing with it? Hughes asked the first question. SAMR refined it. Kimmons added the second. The grid is what twenty years of thinking eventually produced.
RAT asked one question. PICRAT asks two. The grid is RAT extended.
What to do tomorrow
If you have a literature review to write, look up Hughes 2002. Read the original. The framework is older and shorter than most of the discourse around it suggests, and the language is plainer than the quoting tradition implies.
If you are using PICRAT to plan or audit, you do not need to know the lineage to use it. You should know it once, so you can answer the question if a colleague raises it in a deep dive or a postgraduate seminar.
